Google image search tells me that the anime girl is Tomo Takino from Azumanga Daioh but I think it is a younger Tamami Chanohata from a flashback in episode 17 of Mahoraba: Heartful days. ("But is that a good caption...")

Many branzino pepes have gemini watermarks but not this guy, neutral bass pepe must be the original. Sad note, this site's search doesn't know that European sea bass and branzino are synonyms so you can only search for the former :/
